The Centro de Incidencia Ambiental (Ciam), led by Félix Wing, has insisted on a moratorium on mining in the country so there can be a discussion about proposed mining reforms.
Wing said that environmental groups have proposed the moratorium, but the National Assembly has not yet acted on the request. He added that the Assembly is expected to discuss the mining reforms on second reading this week.
Wing argued that the draft law that was agreed upon by the indigenous residents of the comarca Ngäbes-Buglé undermines the rights of all indigenous groups in the country, and that it has removed environmental groups from the discussion.
He said that a discussion can only take place after a moratorium is in place to protect the national parks, regional areas and water sources.
Then, Wing said, the issue of whether the metal mining is harmful or beneficial to the country can be debated.
