24/10/2011 - Prosecutor Eduardo Peñaloza said that unless immunity for the minister is waived, the complaint can't be investigated.
Peñaloza indicated that Vallarino enjoys electoral immunity because he participated in the primaries of the Panameñista party. The prosecutor noted that, generally speaking, the Tribunal acts quite quickly on these requests.
The complaint was filed by Pedro Miguel Gonzalez, first secretary of the Partido Revolucionario Democrático. It states that funds from the a social development program were distributed to representatives and mayors this year for switching parties. The fund falls under the portfolio of the Ministry of Economy and Finance.
Program Administrator Giacomo Tamburelli today urged officials to expedite the investigation, as he said no evidence of wrongdoing will be uncovered.
