Minsa-Capsi program plagued with problems

Three primary care centers, known as Minsa-Capsi, whose total cost amounts to $25.2 million, still cannot open because they were built in isolated areas that are located too far from the nearest electricity and water connections.

Minister of Health Francisco Javier Terrientes pointed out that the affected facilities are in the Comarca Guna Yala ($11.5 million), Río Sereno in Chiriqui ($8.6 million) and Cuipo in Colón ($5.1 million).

For example, it would cost almost as much to connect the Guna Yala facility to the electrical grid as the facility itself cost. In the case of the Colón facility, it is located 50 kilometers from the nearest utilities.

Director of Health Infrastructure Gladys Insturain explained that construction of these projects has also stalled because of a lack of funding. She said contractors have tried to raise additional funds for their completion, but the government has refused to allocate the additional money.

There are also concerns about how the facilities would be staffed, due to their remote locations.

Medical negotiator Domingo Moreno said that the problems are not a surprise because the program was launched with no planning whatsoever by the previous administration.
