Comptroller halts audit of PAN funds

The decision was based on the fact that the audits should be carried out by individual agencies.

Comptroller Federico Humbert has refused to endorse a contract for an audit to be conducted of the National Assistance Program (PAN) and the 153 community boards that it distributed funds to from 2009 to 2014.

Minister of Economy and Finance Dulcidio De La Guardia has put out a competitive bid for the work, and awarded the contract to Rogers Forensic Auditors. But Humbert voided the contract, saying that the audits should be performed by the individual agencies rather than jointly. He said that this would be the only was the results could be used in criminal cases.

He also said the decision would save that state $2.1 million.

Rogers President Juan Iván Rogers disagreed with the decision, saying that the work could be done much more efficiently in this manner.

"The comptroller has limitations," he said. "If he exceeded his duties, this could be a point used by lawyers of those identified by this process," he said.

He added that the firm had already unofficially begun the auditing process based on the "precise instructions from President (Juan Carlos Varela)."
